PREAPPROVED VENDOR INFORMATION
Preapproved Vendor List Miss. Code Ann. § 27-104-7 reconstituted the Public Procurement Review Board (hereinafter "PPRB") on January 1, 2018. Pursuant to this statute, the PPRB "may establish a preapproved list of providers of various personal and professional services for set prices with which state agencies may contract without bidding or prior approval from the board." As the need arises, the PPRB establishes Lists of Preapproved Providers of Services for use by state agencies and entities under the purview of the PPRB (hereafter "agencies").
Preapproved Vendor List (hereinafter "PVL") are selected through competitive bidding or Invitations for Bids, in which the state is divided into eight regions. After a PVL is established, agencies may select and contract with vendors from the list, avoiding the need for procurement. Contracts over $75,000.00 must still be approved by the PPRB. This page contains links to information about the eight regions, services available, and preapproved vendors of those services. OPSCR has developed contract templates that may be used when contracting with a provider on a PVL. These templates are available below.

What is a Preapproved Vendor List (PVL)?

- Procurements in the State of Mississippi are generally decentralized. Normally, agencies conduct their own procurements for the various services they need. OPSCR created Preapproved Vendor Lists (PVLs) for agency convenience and to expedite the procurement process. Agencies under our purview can choose to contract directly with any vendor on these lists. We currently have lists for several commonly used services.

My agency is not under PPRB purview. Can I still use the PVL?

- You can use our PVL rates and contract template to negotiate contracts if you'd like. However, remember that your governmental entity – whether a city, county, school district, or other agency -- might have different rules and regulations than the State's. It's a good idea to reach out to the person in charge of your agency's procurements to ensure everything aligns correctly.

Fortunately, there's a helpful contract tool that allows you to see which agencies are using the service you offer and how much they're spending on it. See the following instructions:

- We strongly encourage vendors to contact individual agencies they may be interested in doing business with. For an agency directory, please visit the following link: Agency Directory | MS.GOV If you’re interested in networking opportunities with state agency representatives, the Mississippi Association of Governmental Purchasing and Property Agents (MAGPPA) is an excellent place to start. This organization holds several conferences and meetings throughout the year, allowing vendors to meet with decision-makers at numerous state agencies face-to-face! How do we get started doing business in Mississippi?

- All state contracts, including PVLs, require that vendors register with the State’s eProcurement system (MAGIC). Contact MMRS to get registered to do business with the State: mmrs vendors | Mississippi Department of Finance and Administration (ms.gov)
I received the Notice of Intent to Award, and my company was recommended for addition to the PVL. What's next?

- Before we can share a new list, OSSS needs to get approval from the Public Procurement Review Board (PPRB). Once they give us the green light, we'll make sure to put the new list up on our Preapproved Vendor List page for everyone to see.
Why does my certificate of insurance need to list the State of Mississippi as additional insured?

- To make the process easier for everyone involved, OPSCR works to keep up-to-date insurance certificates from all PVL vendors. Instead of having vendors create a new certificate for each agency they work with, we request that the certificate includes the State of Mississippi as an additional insured. This ensures that all necessary parties are covered without extra hassle.
What are rolling awards?

- Rolling awards are how we annually reopen an existing PVL to accept new vendor bids. This gives vendors who weren’t eligible the first time around another opportunity to get on the list. Rolling award notices are posted on our website and sent directly to vendors in our contact list.
If we’re already on the PVL, can we change our rates during rolling awards?
