Certain non-profit organizations may qualify to participate. All non-profits must have a determination from the IRS indicating that they are tax-exempt under Section 501(c)(3). The non-profit organization must supply a basic education or health benefit to the public. Such organizations include, but are not limited to:

  • Educational Institutions- preschools/daycare, K-12 schools, colleges, trade schools, libraries, educational radio/TV, other educational activities
  • Health Organizations - hospitals, nursing homes, personal care homes, clinics, treatment centers, or other health activities
  • Program for Older Americans - must receive funding under the Older Americans, Social security, Economic Opportunity, or Community Services Block grant Act
  • Providers of Assistance to the Homeless – must include a letter from an Elected Public Official of the town/city stating the applicant is recognized as a necessary Provider of Assistance to the homeless individuals in the area. NOTE: Keep in mind that if you are qualifying as a provider of assistance to the homeless, your primary function must be to, (i) serve people who lack a fixed, regular, and adequate nighttime residence or they serve people that have a nighttime residence in a supervised publicly or privately operated shelter designed to provide temporary living accommodations, (ii) an institution that provides a temporary residence for individuals intended to be institutionalized; or (iii) a public or private place not designed for, or ordinarily used as a regular sleeping accommodation for human beings. The term does not include any individual imprisoned or otherwise detained pursuant to an Act of the Congress or a State Law.
  • Providers of Assistance to the Impoverished – must include a letter from an Elected Public Official of the town/City stating the applicant is recognized as a necessary provider to the impoverished individuals in the area. You need to be aware that your primary function as Providers of Assistance to the Impoverished, is to serve people primarily below the poverty level.
Required Documentation for non-profits:
  • Federal Surplus Property Application
  • Copy of the IRS certification under section 501 of the IRS code (501 C3)
  • Program Narrative describing services offered (space provided on pages 2 & 5 of application)
  • A copy of your Articles of Incorporation and Bylaws
  • Proof of Funding source
  • A license, accreditation, or approval may be required (if applicable)
  • Want List (space provided on page 2 of application)

These documents will need to accompany your application. Failure to do so will only prolong the application process.
Note: Additional documentation may be requested by the state agency to make a determination.
