Howard Brown, Jr. serves as the Vice President for Business and Finance and Chief Financial Officer at Jackson State University. He is a member of the President’s Executive Cabinet and has oversight over the university’s operating budget and financial affairs, including budgeting and forecasting, financial planning, accounting and controller functions, and investment management.

Prior to joining Jackson State University, Brown served as the Deputy Executive Director for the Mississippi Legislative Budget Office (LBO). He worked directly with the Lieutenant Governor, Speaker of the House, and all members of the Mississippi Legislature to formulate a $22 billion budget with multiple funding sources for the State of Mississippi.

He earned his Bachelor of Business Administration in Accounting from Delta State University and a Master of Business Administration from Jackson State University. He and his wife Shari are parents to three children and live in Rankin County.
