Dr. Charles E. Williams Jr., is a professional civil engineer with twenty-five years of experience in private consulting, state, and municipal organizations. He currently serves as the Director of Public Works/City Engineer for the Department of Public Works.
Dr. Williams has managed various engineering awarded grants, bonds, and other external funding opportunities totaling over 150 million dollars during his nineteen year tenure at the City of Jackson.
Dr. Williams engages the community through various infrastructure projects with efforts to improve the quality of life for citizens within the City of Jackson Corporate Limits.
Dr. Williams is a distinguished graduate of the University of Mississippi (B.S.C.E., 1996), Mississippi State University (M.S.C.E., 2000), Belhaven University (MBA, 2003), and the University of Alabama (PhD, Civil Engineering, 2013). He is a member of Chi Epsilon Engineering Honor Society, and the author of two published engineering articles. Dr. Williams is a registered Professional Engineer in the State of Mississippi, Alabama, and Louisiana. He is a member of the American Society of Civil Engineers, Mississippi Engineering Society, American Water Works Association, and the American Publics Works Association. He is also a Class A Water Operator, Class II Wastewater Operator, and FHWA-NHI Bridge .
